Halfmoon Bay Fire Department

The Halfmoon Bay Fire Department (HBFD) has been providing life and property protection to Halfmoon Bay since 1975. The fire department serves a population of approximately 3,000 (2021 census). Volunteer firefighters and officers are instrumental to the operation of the department.

With a full complement of 32 members, their duties include 24/7 response to fire and rescue operations while also maintaining the operational readiness of all apparatus and equipment. There is operational support to the volunteer members with paid full time Fire Chief and part time Deputy Chief.

Meet Fire Chief Kody Raymond

Chief Raymond was born and raised in Halfmoon Bay, where he attended Halfmoon Bay Elementary and Chatelech Secondary School. A lifelong resident, he has deep roots in the community.

He joined the Halfmoon Bay Fire Department in 2013 and has since served in every role within the department. He was promoted to Lieutenant in 2018, then to Captain and Training Officer in 2020. He became Deputy Chief in 2023 and was appointed Fire Chief in 2025.

Chief Raymond holds certifications as a Fire Officer, Fire Investigator, Fire Inspector II, and Fire Service Instructor II, among others. He earned his NFPA 1001 certification in 2015 after attending the Kilgore College Fire Academy in Texas.

Outside of work, Chief Raymond enjoys playing music and riding his motorcycle.

Fire Regulations

Backyard burning is only permitted from from April 1 to April 15 and from October 15 to November 15 under the laws outlined in Smoke Control Bylaw 622 in the Halfmoon Bay Fire Protection District.

Residents can self-haul and drop off green waste at no charge at the following locations:

  • Town of Gibsons Public Works Yard at 915 Henry Road, Gibsons.
  • Pender Harbour Transfer Station at 5545 Garden Bay Road, Pender Harbour.
  • Salish Soils at 5646 schetxwen Road, Sechelt.

Campfires are allowed year round but may be banned by the Fire Chief during high risk periods.

  • Machine piled debris from land clearing fires are allowed year-round until banned by the Fire Chief during high risk periods and require a permit and site inspection. Call the fire hall to make an appointment during regular office hours. The fee for a permit is $25, the fine for not having one is $250.
  • Persons burning land clearing debris must comply with the Provincial Open Burning Smoke Control Regulations. The Venting Index Hotline number is 1-888-281-2992; use the Sechelt forecast for the Sunshine Coast.
  • Land clearing fires must adhere to the conditions set forth in SCRD Bylaw 631.
